Paladin
Make the following changes to the paladin class.
Smite Evil: These
are “per encounter” rather than “per day.”
Paladin Spells: Rather
than preparing and casting spells, the paladin can spontaneously cast any
paladin spell, much like a warmage. A paladin knows all spells on the paladin
spell list. The paladin also gains a single domain, adding the domain’s spells
to the paladin spell list, and is able to use the domain’s granted power. If a granted
power has an ability based on cleric level, use your paladin caster level.
Lay on Hands: You
may optionally remove this ability and replace it with Crusader’s Strike (as detailed
below). Once this option is chosen, it cannot be changed.
Crusader’s Strike
(Su): You may optionally remove lay on hands and add this class ability. Once
this option is chosen it cannot be changed. A number of times per day equal to half your paladin level, you may declare any attack to be a crusader’s
strike. If you successfully strike an evil opponent with this attack, you or an
ally within 10 feet of you heals 1d8 points of damage, +1 point per paladin
level (maximum +5). The foe must pose a threat to you or your allies in some
direct, immediate way. You can use a crusader’s strike and a smite evil on the
same attack, if you choose to do so. Rather than healing, this attack may
instead deal 1d8 points of positive energy damage to undead, +1 point per paladin
level (maximum +5) in addition to the weapon damage.

by the way give Kobolds back there dragon blood subtype and just ban or change the dragon wrought feat do not rewrite the 3.5 race.. boo
Here is my comparison of the paladin's lay on hands vs the house rule paladin's crusader's strike.
Paladin level 20, Cha 20 (+5 mod), Lay on Hands = 100hp of healing per day.
Paladin level 20, Cha 20 (+5 mod), Crusader's Strike = 10 strikes per day at 1d8+5 (average 4.5+5 = 9.5) = 95hp of healing per day. Slightly less than lay on hands on average. The minimum and maximum damage for this would be 60 to 130. But when using the sum of multiple dice, the chances highly favor an average rather than an equal chance of high and low results. So the extremes are not used when calculating the value for comparison.
Kobolds (as with any race) can take the Dragontouched feat to gain the dragonblood subtype. There are some other ways as well, like the Draconnic Heritage feat. Anyone can take those feats.
As far as a kobold being dragonblood by birth (naturally having the dragonblood subtype), I strongly disagree with this.
The kobold has traditionally been cowardly, "easy prey," "only way they will go against humans...is if they have superior numbers." In fact, some of the sources describe kobolds are similar to goblins "only weaker." Now they do BELIEVE that they have direct descent from dragons, but belief and reality are not the same thing. The truth is that kobolds have big dreams, some would say they have megalomaniac tendencies, and yet the truth is they are more pathetic than goblins, and in culture much more resemble beasts than humanoids.
So it is with these things in mind that I reject the late 3.5 upgrade of the kobold to "actual descendants" of some dragon god and making them some form of minor dragon. This only serves to illustrate how puny they actually are and how large their fantasies are as well. The best type and subtype to represent a traditional kobold is Humanoid (goblinoid, reptilian).
